2021 Legislation

AB 219 - Back to School Tax Holiday: Creates a Sales Tax Holiday on school supplies for one weekend every year, helping to lower the cost of education for working families and teachers.

AB 239 - Use of Personal Wine Containers: Allows for wineries and tasting rooms to sell to consumers who are using personal, refillable wine containers (growlers) to help reduce waste, expand business opportunity, and bring parity to the marketplace.

AB 258 - Housing the Homeless and Their Pets: Reduces barriers for homeless individuals with pets to access homeless shelters, many of which do not currently allow animals in their facilities.

AB 299 - California Apprenticeship Grant Program: Establishes supplemental grants for eligible community college students who are participating in an apprenticeship program.

AB 348 - Annual Affordable Housing Report: Requires the Department of Housing and Community Development to provide an annual summary report disclosing the amount of state, federal, and private funding that is being spent on the development of affordable housing within each city and county.

AB 350 - Sustainable Groundwater Management Act (SGMA) Ombudsman: Establishes a 3-year grant program and guidelines for landowners located in heavy use basin areas to assist in reaching water use reduction goals outlined by SGMA.

AB 391 - Pollinator Habitat Funding: Expands habitat and forage for pollinators to help sustain our food supply and ecosystem.

AB 461 - CalWORKs Self Employment Opportunity Act: Allows CalWORKs beneficiaries to use self-employment as an option of a welfare-to-work activity.

AB 591 - Water Craft Correctable Violations: Allows for the issuance of correctable violations, or "fix-it tickets" for certain boating violations.

AB 605 - Local Housing Construction and Infrastructure Incentives: Incentivizes housing projects at every income category to improve access to adequate and suitable housing options for families at all income levels.

AB 931 - Active Bystandership for Law Enforcement Training: Requires peace officers undergo training every two years to learn how to monitor and intervene to deescalate a situation in which another peace officer may be using excessive and/or unnecessary force.

AB 1031 - Employment Assistance for Survivors of Human Trafficking: Requires state agencies give additional preference to survivors of human trafficking when hiring for internships and student assistant programs to help survivors escape the vicious cycle of human trafficking.

AB 1149 - Merchandising Alcoholic Beverages: Provides consistency in the law to allow for all Ready-To-Drink (RTD) alcoholic beverages packaged in single-serve containers to be merchandised, not just beer and malt RTD beverage products.

AB 1162 - Fair Payment Protections for Health Care Providers: Reduces the number of days for a health care plan or insurer to pay or contest a claim to 20 business days to reduce the debt many providers are forced to take on as they wait for payments.

AB 1378 - Youth Trained Mental Health Program: Creates a high school program, in partnership with their local Department of Mental Health, to train young individuals to become mental health and abuse peer supporters at their high school.

AB 1471 - Diversifying Public Utilities Commission: Requires the Governor and Senate to consider achieving regional diversity for the California Public Utilities Commission by selecting candidates with a permanent resident in different regions of the state to help meet the vast array of energy needs for California. 

ACR 23 - Military, Veteran, and Construction Industry Suicide Prevention Awareness Day:  Raises awareness of the problem of suicide men and women in our military, veterans, and construction industry face.

ACR 71 - Child Care Provider Appreciation Day: Raises awareness and appreciation for our essential child care providers who continue to play a critical role through this economic recovery as parents begin getting back to work.
