Legislative Update

Last month, several key pieces of legislation moved forward as bills passed out of committee, bringing us one step closer to meaningful change for our communities. From tackling affordability and public safety to strengthening consumer protections, these bills reflect our commitment to delivering real solutions for Californians.

Protecting Taxpayers from Utility Bill Increases AB 13
Passed Utilities and Energy Committee!
Will increase oversight, improve transparency, and ensure fairness in how the California Public Utilities Commission (CPUC) approves rate hikes.

Addressing Abandoned Vessels in the Delta AB 274
Passed Natural Resources Committee!
This bill streamlines the removal of abandoned vessels in the Delta, enhancing environmental safety and navigation.

Composting Model for Local Governments AB 436
Passed Natural Resources Committee!
Proposes a framework for local governments to implement composting programs, aiming to reduce landfill waste and promote environmental sustainability.

AD13 Firefighter Icon

State Income Tax Exclusion for First Responders on Mutual Aid Work AB 918
Passed Revenue & Tax Committee!
This legislation seeks to exempt income earned by first responders during mutual aid assignments from state income tax.

Lithium-Ion Car Battery Advisory Group within CalEPA AB 696
Passed Environmental Safety and Toxic Materials Committee!
Establishes an advisory group under CalEPA to develop policies for the safe handling and disposal of lithium-ion vehicle batteries during emergencies.

Closing Child Abuse Reporting Gaps in CASA Programs AB 741
Passed Public Safety Committee!
Requires the Department of Justice to immediately notify Court Appointed Special Advocate programs when one of their volunteers is added to the Child Abuse Central Index.


Community Engagement

Toured the Rail Academy to learn about workforce training programs that prepare students for careers in the rail industry.

Asm. Ransom visiting BUFA for urban farming initiatives

Took a tour with Black Urban Farmers Association (BUFA) to understand urban farming initiatives that promote food sustainability and community development.

Asm. Ransom Veterans Community Living Center

Attended the groundbreaking of the Veterans Community Living Center, celebrating a new facility that will provide essential resources and support for local veterans.

Toured Heirloom in Tracy to understand this first-in-the-nation carbon capture process.

Alongside Rep. Josh Harder and the San Joaquin County Office of Emergency Services, we sat down for a roundtable discussion on Valley emergency response.

I met with Restore the Delta to highlight the threats posed by the Delta Conveyance Project to local agriculture, tribes, and the environment.


Women's History Month

Asm. Ransom and Alexis Wilbur with other Assemblymembers.

It was my honor to recognize Alexis Wilbur as the District 13 Woman of the Year. Alexis is the Director of the San Joaquin County Family Justice Center. She joined me at the Capitol for the Legislative Women's Caucus Woman of the Year celebration.

Had an amazing time joining the Stockton Kings in celebrating an incredible leader in our community! Congratulations to Kristen Birtwistle, Executive Director at United Way of San Joaquin for being recognized as a Hometown Hero by the Stockton Kings.

Proudly spoke in support of HR 14, which marks March as International Women's History Month in the State of California. HR 14 recognizes this important month and serves as a reminder of the resilience, leadership, and achievements of women in every field.
