__SALUTATION__
From wildfires to the State budget and the rise in ICE activity throughout the state, there's been a lot happening that directly affects our communities. I've been working to make sure our voices are heard and our needs are addressed. In this newsletter, I'm sharing a few updates on what I've been up to and what's ahead. As always, I'm here to listen, to help, and to stand with you.
Warm Regards,

Rhodesia Ransom
Assemblymember, District 13
In this update, you'll find the following:
Legislative Updates

Let's talk about our energy bills.
This year, PG&E ratepayers have experienced six electricity rate increases within the past 12 months. I've heard your frustration loud and clear. That's why I introduced AB13, a bill to hold the California Public Utilities Commission (CPUC) accountable for how and why utility rate hikes are approved.
AB 13 is the only utility reform bill to pass the Assembly this year-a clear sign that our message is being heard. This fight is far from over, but we're making real progress.
Immigration

Challenging Unconstitutional Federal Overreach
In June 2025, the Ninth Circuit Court of Appeals allowed the federal government to retain control over the California National Guard, deployed to Los Angeles amid protests against immigration enforcement. This marked the first time since 1965 that a President has federalized a state's National Guard without the governor's consent. I joined state leaders in denouncing this action as illegal and unconstitutional
Demanding Transparency from Federal Agencies
In response to concerns about unidentified federal agents operating in our communities, I authored a letter to the Department of Homeland Security and ICE, urging them to ensure that all agents are properly identified and to provide transparency regarding their operations.
Know Your Rights
Know Your Rights I hosted two "Know Your Rights" webinars, attended by over 1,000 people throughout our state. These sessions provided crucial information on legal rights and how we can keep our communities safe and protected. The overwhelming attendance at these webinars underscores the confusion and uncertainty many are experiencing. I remain committed to protecting the rights and dignity of all Californians and will continue to advocate for transparency, accountability, and justice for all.
Celebrating Affordable Housing

Every day, Californians are being priced out of their homes, and it's particularly affecting families in District 13. As your Assemblymember, I believe that safe, stable, and affordable housing is a right, not a privilege. That's why I'm committed to supporting developments that make a real difference for our communities. I visited Grand View Village in Stockton-75 beautiful, affordable homes made possible through the state's Greenhouse Gas Reduction Fund (GGRF).

We also celebrated the groundbreaking of La Passeggiata, a transformative new development in the heart of Stockton. These projects demonstrate what is possible when state and local partners collaborate to prioritize people's needs. I'll continue fighting for the resources and policies needed to expand housing access across our district. Let's keep building together.
Community Engagement

It was a joy to attend the Tracy African American Association's Juneteenth Celebration and stand alongside a community committed to honoring our history and building a brighter future. I was especially inspired by the local Black Student Union students-our future leaders-who were selling handmade goodie bags. I proudly purchased enough to share with all my colleagues in the State Assembly, showcasing the talent and heart of our district.

Speaking at the Discovery Challenge Academy Graduation was a powerful reminder of what resilience, discipline, and determination can achieve. These cadets have overcome obstacles, pushed through challenges, and shown the kind of grit that inspires us all. I was proud to stand with their families, mentors, and instructors to celebrate not just a milestone-but a new beginning filled with promise and purpose.

I was honored to join the First Kick Ceremony for Stockton Cargo, Stockton's first-ever women's soccer team competing in the USL W League. The Cargo just wrapped up an undefeated regular season, clinched the USL W NorCal Division Title, and secured their first-ever USL W League playoff berth. They've also dominated locally with their fifth straight win in the 209 Clásico-showing strength, heart, and hometown pride in every match! Let's go Cargo!

One of the most exciting milestones last month was the celebration of the grand opening of Mountain House Fire Station No. 2. This new station isn't just a building-it means faster response times, improved emergency services, and greater peace of mind for residents.
