Affordability & Consumer Protection

Focused on lowering costs, expanding access, and protecting working families.

  • AB 13 – CPUC

    Restructures the California Public Utilities Commission board to incorporate geographic diversity in representation. It will also require accountability and transparency with rate hikes to protect consumers from excessive price increases.

  • AB 532 – Water Rate Assistance Program

    Clarifies that public urban retail water suppliers have the authority to operate low-income water rate assistance programs to expand access to clean, safe, and affordable drinking water.

  • AB 918 – Income Tax Relief for First Responders

    Creates income tax breaks for local and public first responders and staff providing mutual aid for duly declared state and local emergencies. This bill would only apply to the pay received while deployed in California as part of requested mutual aid. 

  • AB 1414 – Internet Service Provider Choice

    Gives California tenants the right to seek internet service from a service provider of their choice, ensuring that landlords or other service providers do not prevent tenants from seeking out the service that best fits their needs.    

  • AB 278 – OHCA

    Creates the Patient Advocate Advisory Group within the Office of Health Care Affordability.

  • AB 274 – Abandoned Vessels Cleanup

    Requires the State Lands Commission to compile an inventory of abandoned commercial and recreational vessels located within the Delta. 

  • AB 436 – Composting Facility Guidelines

    Requires the Office of Planning and Research, in consultation with the Department of Resources Recycling and Recovery, to create and post a guide on best practices for siting composting facilities. It would require cities and counties to use this guide to update their land use plans for composting facility locations. 

  • AB 696 – Lithium-Ion Battery Advisory Group

    Creates the Lithium-Ion Car Battery Advisory Group to bring together state, local, and private partners to develop safety and best practices guidance for first responders to safely respond to and extinguish lithium-ion car battery fires.

  • AB 899 – Local Glass Bottle Use

    Incentivizes the purchase of glass bottles made in California to support our local glass manufacturers and save around 1,000 union jobs in California.

  • AB 1042 – Bee Health Act

    Creates the Managed Honeybee Health Program within the Department of Food and Agriculture. It would allow the department to work with commercial beekeepers, the State Veterinarian, farmers, county agricultural commissioners, and other professionals or nongovernmental entities to advise on ways to protect the managed pollinator population in California. Lastly, it would allow the department to provide grants to groups promoting the health and safety of California’s pollinators.

  • AB 1285 – Lithium Battery Storage Safety (Emergency Managment Committee)

    Requires the State Fire Marshal to develop fire prevention, response, and recovery measures for lithium-ion battery storage facilities to enhance firefighter safety, emergency preparedness, and to protect first responders and communities around these storage facilities.

  • AB 230 – Valley Link

    Makes a technical change to the Valley Link statute by replacing the Mountain House Community Services District with the City of Mountain House.

Equity, Rights & Community Empowerment

Centering civil rights, democratic access, and support for vulnerable communities.

  • AB 741 – CASA

    Requires the Department of Justice to automatically report any Court Appointed Special Advocate (CASA) volunteer who appears on the Child Abuse Central Index.

  • AB 935 – Demographic Data Collection for Equity

    Requires the Civil Rights Department, State Department of Education, and the Superintendent of Public Instruction to collect demographic information (like ethnicity, race, and gender) from people filing complaints, along with details about the complaint itself.

  • AB 1164 – Voter Bill of Rights

    Strengthen the California Voter Bill of Rights by more clearly outlining circumstances where a voter is entitled to receive a replacement ballot.
