Before the new legislative session begins, you’re invited to participate in “There Oughta Be A Law”. This contest offers you the opportunity to propose new state legislation that could benefit our district and all 38.9 million Californians.

Why Your Ideas Matter to Us

We know that meaningful change often starts at the community level, and we believe your ideas can help shape a more just, equitable, and forward-thinking California.

Proposals

Proposals can include ideas for local community improvements, statewide reforms, revisions to existing laws, entirely new policies, budget requests, and funding proposals, among other ideas. To apply, simply fill out the form below and submit your proposals by November 30, 2025. This contest is open to all residents of District 13.

If Selected, Visit Us in the Capitol!

Contest winners are invited to Sacramento for a tour of the State Capitol and may even have an opportunity to testify on behalf of their bill at a formal hearing. But the real prize is knowing that your idea has the potential of becoming law across California!
