AB 1414 Advances Fairness and Affordability for Renters

However, California hasn't fully adopted these protections into state law, so clearer legal guidelines are needed to safeguard residents if federal rules change.

Sacramento, CA – The California State Assembly today passed AB 1414, authored by Assemblymember Rhodesia Ransom (D-Tracy), with a 72-0 vote, marking the first bill by Assemblymember Ransom to pass off the Assembly Floor.

AB 1414 ensures that renters across California are not forced by landlords to use a specific internet service provider (ISP), allowing tenants the freedom to choose the broadband service that best fits their needs and budget.

“During the pandemic, we all saw how essential a high-quality internet connection is for work, school, healthcare, and daily life,” said Assemblymember Ransom during her floor presentation. “AB 1414 is about fairness. It protects renters from being locked into costly or inadequate internet plans and promotes a competitive market.”

Under the bill, if a landlord imposes a required ISP on tenants, renters can deduct that cost from their rent. While federal regulations already discourage exclusive ISP agreements in multi-unit buildings, AB 1414 closes a gap in California law and codifies these protections at the state level. The bill aligns with guidance from the Federal Communications Commission (FCC) and is supported by the Consumer Federation of California.

“AB 1414 is a common-sense protection for renters and a win for consumer choice,” added Ransom. “I’m grateful to my colleagues for their support and look forward to continuing this work in the Senate.”
