SACRAMENTO – Assemblymember Carlos Villapudua (D-Stockton) recently introduced Assembly Bill 239, which would allow licensed winegrowers to fill their customers personal, refillable wine containers at wineries and tasting rooms.
Earlier this week, a bill that would allow winery customers to fill their own containers with wine, or for wineries to deliver wine in personal containers to customers, was introduced in the Assembly.
Assembly Bill 239, authored by Assemblymen Carlos Villapudua (D-Stockton) and Robert Rivas (D-Hollister), would allow reusable containers to be refilled at wineries and tasting rooms. While Californian breweries are currently allowed this practice with containers such as “growlers,” it is currently not allowed at wineries.
Security at the California state Capitol in Sacramento remained heightened Tuesday. A heavy law enforcement presence has been disbursed around the Capitol building grounds and throughout the city’s surrounding downtown area since last week in anticipation of protests and violence after the Jan. 6 siege in the U.S. Capitol.
All remained fairly placid near the Capitol well into the afternoon, where dozens of California Highway Patrol officers and National Guard soldiers were stationed and patrolled the grounds behind a chain-link fence surrounding the building.

Carlos Villapudua took a moment to look up at the ceiling from the floor of the state Capitol in Sacramento.
There to undergo training as the newly elected State Assemblyman, District 13, the 52-year-old Stockton native could see the same balcony where he once stood and looked down as a 10-year-old during a tour. Villapudua called it a “wow moment,” when he realized his path from community center director, legislative aide, county supervisor and businessman had led him to the state legislature.
Sacramento, California - On Saturday, Assembly Speaker Anthony Rendon announced the 2021-22 legislative session committee assignments.
Speaker Rendon appointed Assemblymember Carlos Villapudua to serve on the following committees:
“I am excited to get to work and to be given the opportunity to serve on these committees,” said Villapudua. “These assignments give me the perfect opportunity to work on issues that affect my district, as well as the state.”
These committee assignments allow Villapudua to weigh in on issues ranging from the agricultural Issues that affect San Joaquin County farms, to our San Joaquin Delta to the wide variety of Human Services issues that are vital to so many in the 13th Assembly Disitrict.

Stockton, California – Carlos Villapudua (D-Stockton) this week urged Governor Gavin Newsom to prioritize educators and essential school staff in the State’s COVID-19 Vaccination Distribution Plan.
In his letter to the Governor urging that educators and essential school staff be prioritized in the same grouping with First Responders, Villapudua stated that, “it is critical that we include our teachers and educators in the initial round of vaccinations along with first responders so that we may begin to stem the flow of learning loss and elevated academic disparity that has become commonplace in schools across the state and that is becoming more profound and felt across my District.”
“As Parents and State Representatives, it is incumbent upon us to ensure that we mitigate the harm that has occurred to learning and our classroom environments during the pandemic as much as is possible. By prioritizing vaccinations for teacher and educators, we can ensure that the classroom setting is once again safe and productive, that learning-loss and pandemic produced disparities no longer occur and begin to put the COVID-19 era behind us”.

Sacramento, California – Carlos Villapudua (D-Stockton) took the oath of office to serve as Assemblymember for the 13th Assembly District today in a special ceremony at the California State Capitol in Sacramento. The oath was administered by Assembly Speaker Anthony Rendon (D-63). The 13th Assembly District encompasses the San Joaquin Delta communities of Stockton, Tracy, Thornton, and Mountain House.
“Today I took an oath to work tirelessly for the people who elected me to serve them in the State Legislature. It’s an honor to represent Assembly District 13,” said Villapudua. “From working on issues like Education, to Transportation, from job creation to our homeless crisis, I’m looking forward to representing our community in Sacramento.”
Carlos Villapudua served on the San Joaquin County Board of Supervisors from 2008 – 2016. As a supervisor, Carlos was able to help turn around the County General Hospital to save healthcare in the county allowing for good paying jobs and proper care to the residents of San Joaquin County.
